Regional Manager: Hello? Billing Department?
Billing Department: Yes?
Regional Manager: I'm calling about the problem over in Human Resources.
Billing Department: This is the Billing Department, not Human Resources. You'll have to call Human Resources.
Regional Manager: I've already spoken with Human Resources. That's how I discovered the problem.
Billing Department: Yes, well this is still the Billing Department. If there is a problem in Human Resources, then I suggest you deal with Human Resources.
Regional Manager: Well, see... that's the problem. Human Resources is in chaos and it's too hard to do anything with chaos. Management doesn't like chaos. It's too... chaotic. Downright unsettling. I know the mess in Human Resources effects how the Billing Department functions, so we're just going to address that. It's standard operating procedure.
Billing Department: You know... we've had this discussion before. I know the drill. We're supposed to just work harder to get caught up over here in Billing so you can pretend the chaos in Human Resources doesn't exist.
Regional Manager: That's not how I would frame the situation.
Billing Department: Of course it isn't. That's because you don't work in Billing. The harder I work these people, the more they call in sick. We really need you to do something about the mess in Human Resources. Sometimes we hear the noise from that department coming right through the walls. We've got a few here who don't even show up for work anymore because of it.
Regional Manager: Well... even when I feel like I might want to do that, they don't usually take my calls over there anymore. They keep transferring me over to you.
Billing Department: Of course they do. That is what you people from Regional trained them to do when you marched in there and increased the chaos by insisting that they just stop having chaos and pretend to be the Billing Department.
Regional Manager: That's not how I would frame the situation.
Billing Department: Of course it isn't. I'm hanging up now.
